The Devotee's Mace is a unique Legendary weapon in that it is level gated. Before you can get this weapon, you will first need to reach Level 10 on your Cleric or on Shadowheart (if you have her in your party) in order to unlock the skill, Divine Intervention.
Once you have Divine Intervention unlocked, use it and choose the option, Arm Thy Servant. Upon activation, you will be gifted the Devotee's Mace - a permanent Legendary weapon that you can add to your arsenal.
Warning: Divine Intervention is a one-time use skill. You will no longer be able to use it (or any of the other buffs) during your save as soon as you cast it. Weigh the benefits it can give you before committing to the mace.
