How to Start Investigate the Suspicious Toys

Side with the Refugees in Arfur's Mansion

Northeast from the Rivington waypoint is Arfur's mansion. You'll see Arfur Gregorio and his bodyguard trying to evict a family of refugees from his property.

You'll need to take the side of the refugees by intimidating Arfur and convince him to let them stay.

Enter the Hatch in Arfur's Mansion

Head into the mansion and into the room straight ahead. Beside a wooden crate is a hatch that you'll need to lockpick your way in.

Open the Heavy Chest at the End of the Room

This room is filled with multiple traps, but don't worry about tripping any of the wires as it will only set off fireworks.

Go to the other end of the room until you spot the heavy chest. Disarm and lockpick it to find some Gold and a blackmail letter that will initiate the side quest. If you fail to disarm the chest, it will disintegrate but you'll still get the contents inside.

Search the Requisitioned Barn for Dangerous Toys

Head southeast and speak to Manip Nestor at the Requisitioned Barn. Persuade him to check the donations for something dangerous.

At the northeast corner of the Requisitioned Barn is a crate with explosives. Manip Nestor will then ask you to find whoever is responsible for this.

Get Past the South Span Checkpoint

You can find Arfur in Sharess' Caress in Wyrm's Crossing. To get there, you'll need to get past the guards in the South Span Checkpoint.

Take the path to the east just before the checkpoint and you'll reach a ladder. Climb up and follow the path to unlock the South Span Wyrm's Crossing waypoint, just beside Sharess' Caress.

Find and Confront Toymaker Arfur Gregorio

Go inside Sharess' Caress past the receptionist and turn right. Behind the curtains you'll find Arfur enjoying a bard's performance.

Speak to Arfur and he'll attempt to bribe you with gold. Intimidate and force him to tell you who's behind this and he'll point you towards Felogyr's Fireworks. He will then ask to be let go, offering you a pass into the Lower City. Let him go to receive a Coronation Admission Pass, but you can also choose to take his gold as well.

Taking the Bribe Breaks Paladin Oath

If you're a Paladin and you accept his bribe immediately, you will break your oath. You can still take Arfur's gold, together with the Coronation Admission Pass, without repercussions after he's told you about Felogyr's Fireworks.

Investigate Felogyr's Fireworks

With your Coronation Admission Pass in hand, simply talk to the guards and show your invitation. They will lower the bridge so you can waltz right into the Lower City.

Once inside the Lower City, head southwest to find Felogyr's Fireworks, near the Heapside Strand waypoint. Speak to the guard standing by the door to the right, and tell him Uncle Felogyr sent for me. He'll let you go up the second floor afterwards.

Defeat the Banites

Felogyr's Fireworks is run by Banites who are distributing explosives within the city. You'll need to eliminate them to stop their terrorism and finally clear this side quest.

Look out for Black Gauntlet Uva's Aura of Terror as it gives nearby characters Disadvantage on attack and Saving Throws. Tomboldt the Pallid can cast a potent Cloudkill on a wide area, so get ready to move affected characters immediately.
