The Ceremonial Mace is a quest item that you can use to activate the altars and get the Dawnmaster Crest for the Blood of Lathander Quest. However, a very unknown alternative is to use the original ceremonial mace wielded by Dawnmaster Stockhold himself. You'll need to dig up the Rusted Mace from his coffin near the vicinity of the Rosymorn Temple and place it on the altar as you would use the original Ceremonial Mace.
