The Equilibrium Perk can be bought from Zee on the second floor of Pyloon's Saloon. You will need 5 Datadiscs to acquire this perk.
You can only unlock Zee's shop after completing the Leave the Forest Array objective, and getting the Mantis fixed.
To get the Equilibrium Perk, simply head to the second floor of Pyloon's Saloon in Rambler's Reach..

The Equilibrium Perk gives you an advatage when you start the battle by using a Force ability, then ending it with the a flurry of attacks from your lightsaber.
This perk gives you more incentive to consider what Force abilities and lightsaber stances are ideal in combat, ensuring that the flash of the lightsaber is the last thing your enemies see when they engage you in a fight.
