To open the locked door in Pyloon's Saloon, you need to speak to Moran and complete all of the convesations with him until he apologizes for being rude to you.

Whenever Moran refuses to talk to you, you can simply transfer to a different area by going out of the saloon or by using Fast Travel at the Meditation Point. You need to do this 4 times before he gives you access to his room.

You can find Moran on the leftmost side of the bar, near the door leading to the kitchen. He will always be on this side of the bar and is usually sitting down, leaning on the wall, or standing in this corner.
