Speak to the Koboh Prospector at Nekko Pools. Be sure to complete the conversation with them to unlock the Rumor!

| 2 |  Take the Pass From the landing pad, head towards towards the pass! |
| 3 |  Take a Right From the entrance, at the crossroads, take the right and head down the slope! |
| 4 |  Take the Zipline Take the zipline by the Prospector to get across! |
| 5 |  Speak to Skoova Once you jump off the zipline, head over to the vehicle to speak to Skoova. |
After speaking to Skoova, you'll be able to recruit him to help with the Aquarium!
