Defeat Dagan Gera during the Confront Dagan at Koboh Observatory objective on Koboh to acquire the Perplexity Perk.
Simply follow the main storyline until you reach the Confront Dagan at Koboh Observatory objective. From there, you will be able to face Dagan and acquire the Perplexity Perk.

The Perplexity Perk helps in strengthening enemies you deemed necessary to employ the force ability Confusion.
