The Steadfast Perk can be bought from Zee on the second floor of Pyloon's Saloon. You will need 5 Datadiscs to acquire this perk.
You can only unlock Zee's shop after completing the Leave the Forest Array objective, and getting the Mantis fixed.
To get the Steadfast Perk, simply head to the second floor of Pyloon's Saloon in Rambler's Reach.
