You can find Pili Walde inside a cavern in Blustery Mesa to complete the Check in With Pili Rumor. The earliest that you will be able to access this area during Jedha Part 2.
The garden automatically expands when you plant seeds and progress the game further. This only happens if you recruit Pili Walde which is located on Jedha and is found on your second visit to the planet.
You recruit Pili Walde by completing the Check in With Pili rumor, she is an unmissable encounter during your second story visit to Jedha. Be sure to finish her dialogue to begin the rumor!
After recruiting her, you'll be able to plant seeds in the garden manually and Pili Walde will nourish their growth!

You can collect seeds by exploring and cutting plants that have a faint glow of light emitting from them. Head back to the rooftop garden and plant seeds in a position of your choice!

To find space for a full garden, you simply need to plant all the collectible seeds in the Garden. The garden will expand automatically, so no need to worry about finding the right spacing for plants.
