You can purchase the Lightning Shock from Russ at the Lab for 30 Raw Materials once you reach a total of 6500 Sparklium.
You can access Lightning Shock from your pack by holding Y and then pressing the right d-pad button. From here you can select the Lightning Shock to use it.
For quick access to the Lightning Shock, you can assign it to a shortcut. This will let you use the item immediately.
