Capture in Gaia Military Base

Once Human - Capture in Gaia Military Base

The Orb Lightning deviant has a chance to spawn in a room at the north side of Gaia Military Base.

If the Orb Lightning does not spawn, you can use the teleporter just southeast of Gaia Military Base to change worlds and try again, but note that you may have to attempt this several times!

Capture in Rosetta Research Institute

Once Human - Capture in Alternate Reality Research Institute

An alternate location where you can find the Orb Lightning is in the Rosetta Alternate Reality Research Institute. Simply enter the front entrance and glide down to the floor below in the area with multiple screens to find the Orb Lightning.

In this same building is also the final objective for the side quest A Family Legacy, so you may want to consider starting it to hit two birds with one stone.

You need to wire your Deviations' Securement Unit to a nearby Power Facility that can supply the proper amount of Watts. Electricity can be unlocked under Logistics in your Memetics Cradle, you can start with a Solar Generator.

To use Orb Lightning, you'll first need to place it in a Securement Unit. Try to fulfill its preferred environment to maximize its Power and Mood.

Craft Lightning Bottles to Improve Turrets

Lightning Bottles can be crafted from any Supplies Workbench, provided you have enough materials. You can then consume these to temporarily improve turret emplacements in your territory to ward off intruders!
