Lead Belly allows you to take less radiation or no radiation at max level when eating or drinking. There are other ways to counter radiation, like using a RadAway or just using Stimpaks to heal up instead of eating or drinking to avoid radiation poisoning.

It's better to focus your points on other perks to help you reach your preferred build as early as possible.

How to Get Lead Belly

Unlock Lead Belly at Endurance 2

Fallout 4 Lead Belly Perk
Lead Belly is on Endurance Level 2

The Lead Belly perk is unlocked when your Endurance is at Level 2. You can start at this level by assigning 2 points to Endurance during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Endurance 2, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
