How to Get Cap Collector

Unlock Cap Collector at Charisma 1

Cap Collector is on Charisma Level 1

The Cap Collector perk is unlocked when your Charisma is at Level 1. You can start at this level by assigning 1 point to Charisma during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Charisma 1, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
