Party Boy / Party Girl is on Charisma Level 7

The Party Boy / Party Girl perk is unlocked when your Charisma is at Level 7. You can start at this level by assigning 7 points to Charisma during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Charisma 7, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
