Can be picked up in the grounds of the Rosymorn Monastery.

Alternatively, you can Dig Up Dawnmaster Stockhold's Coffin

You'll need to dig up the Rusted Mace from his coffin near the vicinity of the Rosymorn Temple to obtain a Rusty Mace. You can use this same Mace as an alternative to the original Ceremonial Mace that you can only obtain by killing the drunk Kobolds in the Monastery.
