The node for this particular ability in the Illithid Powers skill tree can only be unlocked if the player chooses to consume the Astral-Touched Tadpole in the game.
You will be given an Astral-Touced Tadpole by the Emperor when you align yourself with him during a main story arc.
Fracture Psyche can be used to lower your enemy's overall defense through decreasing their Armour Class by 1, effectively lowering their advantage with any shield or armor they have equipped.
