The Point Blank skill is part of the Blaster branch of the Lightsaber Skill Tree. To access this branch, you need to first unlock the Blaster Stance.

Using this skill in combat will allow you to obtain the So Uncivilized achievement. Simply press and hold the Force Attack button before an enemy tries to hit you to use the Point Blank skill and obtain the achievement.
