The AT-ST and Imperial Officer have two separate Tactical Guides in the game, but they are encountered as a package deal in the battlefield.
For you to be able to scan the Imperial Officer, you must destroy the AT-ST and force the piloting Imperial Officer to come out from the hatch.
Once you encounter and defeat a passing AT-ST, an Imperial Officer will come out of the pilot hatch and try to shoot you.
From there, dispose the Imperial Officer in any way you like.
