Sabrina specializes in Psychic-type Pokemon, with one of her Pokemon being a Bug and Poison-type Pokemon with Psychic-type moves. Psychic-types are known for their high SP Atk stats that can help deal strong damage with its Special attacks.
However, Psychic-types are weak against Ghost and Dark-type Pokemon. Your Pokemon should be around Level 43 to Level 45 to comfortably defeat Sabrina's team.

Sabrina's team primarily consists of Psychic-type Pokemon, with the exception of Venomoth that is Bug-Poison type with Psychic moves. Her Kadabra, Mr. Mime, and Alakazam are all fast and deal strong damage.
With this, Sabrina's team can be defeated easily by dealing Ghost and Dark-type attacks. Rely on Pokemon that have a high Speed stat and can learn Ghost-type or Dark-type moves.

Sabrina's Pokemon is weak against Ghost-type and Dark-type Pokemon. At this stage of the game, you can get a Gastly at the Pokemon Tower before facing Sabrina. However, there aren't a lot of options for Dark-types. You can also have other Pokemon that can learn Ghost-type or Dark-type moves.
Make sure your Pokemon are at least two levels higher than all of her Pokemon. Her Venomoth is also weak to Fire-type Pokemon, so you can use them here too.
EXP Farming Guide: How to Level Up Fast

With the limited options for Ghost and Dark-types, your best bet would be to get a Snorlax with Shadow Ball, which in FireRed or LeafGreen, is a Ghost-type Physical move. Snorlax has high SP DEF, which is more than enough to resist the Psychic-type moves Sabrina's Pokemon has.
To get a Snorlax, use the Poke Flute on the one that's blocking the path in Route 16. You can also use the Itemfinder to get the Leftovers item and equip it to Snorlax for some HP regen during the fight. Snorlax learns Body Slam at Level 33, which is early enough for this gym battle.

To get the TM for Shadow Ball, you must buy it from the Game Corner in Celadon City. If you don't want to get the Shadow Ball TM, you can also just use Body Slam since Sabrina's Pokemon has low DEF and are susceptible to Physical attacks.
| Pokemon | Recommended Moves |
|---|---|
Snorlax
|
・Rest
・Tanks and survives all Psychic-type attacks from Sabrina's team due to its high SP Def stat. ・Great Pokemon to learn Shadow Ball with its TM to deal super-effective damage against Sabrina's team. |
You can bring a full party of Pokemon into the gym battle, but the ones shown here focuses on the best counters for Sabrina's lineup.
The remaining slots can be filled with any other strong Pokemon you’ve trained including your starter, but these are the core picks that make the fight much more manageable.
Venusaur
|
Snorlax
|
Venusaur can have a tough time against Sabrina's Pokemon because they're mostly Psychic and most of its attacks are Special, which would deal less damage to her Pokemon because of their high SP DEF and Calm Mind.
It's recommended to get a Pokemon like Snorlax who can use strong Physical moves, along with Shadow Ball.

Charizard
|
Snorlax
|
Charizard does great against Sabrina's Pokemon since it has Physical moves like Slash, and Fire-type moves like Flamethrower to wreck Venomoth. Pair Charizard up with a Snorlax to have an easier time with this gym battle.
Charmander Location, Evolution, and Stats
Blastoise
|
Snorlax
|
Blastoise can be decent against Sabrina's Pokemon since it can use Physical moves through TMs. It can also learn the move Bite early on.
Due to its generally high SP DEF, Blastoise can easily survive the Psychic attacks used against it. Use Snorlax and use Physical attacks to clear this gym battle easily.
