Lance specializes in Dragon-type Pokemon and Flying-type Pokemon. Dragon-types are rare Pokemon and known for having high HP, SP. Atk, and Speed with moves like Dragon Rage and Outrage.
Despite this, Dragon-types are infamously weak to Ice-type moves such as Ice Beam. Additionally, Dragon-type only has 6 moves in Generation III, making it an underdeveloped type that can be easily exploited.
Note that Gyarados and Aerodactyl still fit the theme of being Dragons despite not having the type. Being part Flying-types instead, Gyarados and Aerodactyl make the fight more diverse with their move-type coverage while also dealing overwhelming damage.

Lance has Pokemon that are mainly Dragon and Flying-types that have high speed to do strong offensive moves first. His team focuses on speed to deal overwhelming damage with moves like Hyper Beam.
With this, Lance's team can be easily taken care of by bringing fast and strong Electric-types and Ice-types to take care of all Dragon-types and Flying-types.

Lance's Pokemon is mostly weak against Ice-type and Electric-type Pokemon. Make sure your Pokemon are at least two levels higher than all of his Pokemon. We advise getting a Raichu or Magneton and pair it with Lapras to defeat Lance.
Alternatively, you can also grind until Level 65 since the Champion has higher Pokemon levels and you will be facing against them with your current team.
EXP Farming Guide: How to Level Up Fast

Bringing a strong Ice-type Pokemon is highly recommended for this fight to quickly take care of Lance's Dragon-types before they can get out of hand.
Lapras is a great choice for this due to it being a Water-Ice type, making it a viable pick against other Elite Four trainers like Bruno, who has a couple of Rock-type Pokemon, and the Champion, who has a Fire-type Pokemon. It can learn Thunderbolt through a TM, making it also effective against Lance's Flying-type Pokemon.

Getting a strong Electric-type Pokemon that can learn or be taught Thunderbolt through a TM is highly recommended. Raichu is a good choice to get, as it learns Thunderbolt by default and is purely an Electric-type. Its high Speed also mostly guarantees it to get the first turn.
Another good choice would be Magneton, since its Steel-typing can provide it resistance against other types. It has high SP. ATK, which makes Thunderbolt even more lethal. You can get a Thunderbolt TM by purchasing it in the Game Corner of Celadon City.

You can bring a full party of six Pokemon into the Elite Four battle, but the team shown here focuses on the best counters for Lance's lineup.
The remaining slots can be filled with any other strong Pokemon you’ve trained including your starter, but these three are the core picks that make the fight much more manageable.

Venusaur will have a hard time against Lance's Pokemon because half of them are Flying-types. It's recommended to swap out to an Electric-type Pokemon like Magneton or Raichu who can easily handle them and use an Ice-type Pokemon like Lapras for Lance's Dragon-type Pokemon.

Charizard might also have a hard time against Lance's team if brought out against Gyarados and Aerodactyl. Gyarados has natural resistance against Charizard's Fire-type moves due to it being part Water-type. Definitely avoid Aerodactyl as it has high speed and can one-shot Charizard with Ancient Power, a Rock-type move which Charizard is weak to as a Fire-Flying type.
We recommend swapping out Charizard with another Pokemon when faced against Gyarados and Aerodactyl. Raichu or Magneton can take care of both Gyarados and Aerodactyl, while Lapras can deal with the remaining Dragon-types.

Blastoise's Water-type moves are only strong against Aerodactyl, but it can also learn Ice Beam (TM13) to have an Ice-type move. However, Blastoise should otherwise be kept as backup.
Lapras can easily take care of Lance's Dragon-type Pokemon while Magneton or Raichu can take care of Lance's other Flying-type Pokemon.
