Obtain the Poke Flute From Mr. Fuji

FRLG - Talk to Mr. Fuji on the Top Floor

To wake up the sleeping Snorlax on Routes 12 and 16, you will need the Poke Flute Key Item. This is obtained by climbing the Pokemon Tower in Lavender Town and rescuing Mr. Fuji, who will give you the Poke Flute as a reward.

FRLG - Use the Poke Flute on Snorlax

Once you have the Poke Flute, you can approach and interact with the sleeping Snorlax, then select Yes when prompted. This will wake the Snorlax up, and put you in a battle with it.

Note that these two sleeping Snorlax are the only way to catch Snorlax in the game, so it is recommended to save before waking them up to ensure that you can retry the battle should you want to catch the Pokemon.
