After defeating Blaine for the 7th Gym Badge in Cinnabar Island, Bill can be found outside once you exit. He then asks you if you want to go to the Sevii Islands, where he'll give you the Tri-Pass and take you to One Island if you agree to do so.

In case you don't agree to join him initially, Bill can be found in the Cinnabar Pokemon Center. He asks you the same question, and you can go anytime.
Cinnabar Island Location Guide
It is highly recommended to go to the Sevii Islands as soon as you have access, as the area is rich in EXP and full of trainers to challenge. This section of Kanto is particularly useful in leveling up your Pokemon before getting the 8th Gym Badge and becoming the Champion.

Moltres

You can capture Moltres in Mt. Ember as soon as you reach the Sevii Islands. The Legendary Bird, alongside Zapdos and Articuno, are accessible before the post game.
Moltres Location, Evolution, and Stats
The Sevii Islands are unlocked after defeating Blaine in Cinnabar Island. Bill will be waiting outside, where he'll give you the Tri-Pass to access One, Two, and Three Islands via the Seagallop Ferry.
The rest of the Sevii Islands are locked behind the post-game and can only be accessed after completing the game. Four, Five, Six, and Seven Islands contain a majority of the post-game content and storyline.

Navel Rock is an additional island you can access via the Mystic Ticket. You must have progressed through the post-game storyline to get to the area. On this island, you can encounter both Ho-Oh and Lugia.

Similar to Navel Rock, Birth Island is an additional island you can access via the Aurora Ticket. You must have progressed through the post-game storyline to reach this area. Once you do, Deoxys can be found here.
Celio is a major figure in the Sevii Islands storyline, as he will be asking for your help to complete the Pokemon Network Machine in One Island.
In the original releases of FireRed and LeafGreen on the Game Boy Advance, Celio's Quest is a requirement to trade with players of Pokemon Ruby, Sapphire, and Emerald. This is currently impossible with the Nintendo Switch due to being unable to connect with the older devices.
The Sevii Islands are home to Pokemon not native to Kanto, so you can capture and register them in the National Dex.

Some of the Hoenn and Johto Legendary Pokemon appear in the Sevii Islands after having completed the story.
The Roaming Legendary Dogs of Johto appear after completing Celio's quest, while Ho-Oh, Lugia, and Deoxys can be encountered in Navel Rock via the Mystic Ticket and Birth Island with the Aurora Ticket, respectively.

While the majority of Team Rocket was defeated in the main story, those situated in the outskirts of Kanto have yet to hear about the news. Defeat Team Rocket in the Warehouse on Five Island just as you did with Giovanni!
The Sevii Islands are a group of islands situated in the Kanto region. Made up of nine large islands, players can explore additional content in Pokemon FireRed and LeafGreen that isn't part of the main story.
