The best order to fight the Gyms is as follows: Brock, Misty, Lt. Surge, Erika, Koga, Sabrina, Blaine, and lastly, Giovanni. This is with respect to the level of their Pokemon, as well as accessiblity and what HMs the player has and can use throughout the run.

HMs are also made available outside of battle by defeating specific Gym Leaders. Notable early-game HM permissions come from Misty and Erika, who provide Cut and Strength outside of battles respectively. These two are necessary for exploring the world further.
List of All HMs and How to Get Them

You can technically challenge the Gyms in different orders, such as going to Koga in Fuchsia before Erika in Celadon since you only need to acquire the Poke Flute, or using Surf to get to Blaine before Sabrina.
However, all gym badges are required to progress and complete the main story, so there isn't any particular advantage to skipping gyms as you'll still need to return to them later. Unless you're seeking a fun challenge, it's still recommended to challenge the gyms in the game's intended order.
