In Pokemon FireRed and LeafGreen, it is absolutely possible to complete the Kanto Dex! All you need is to capture all 150 Pokemon in the Kanto region.
All Pokemon in FireRed and LeafGreen
Since you would only need to capture 150 Pokemon, this means that Mew (#151) is not part of the completion requirements. Mew is not available due to being an event-exclusive Pokemon.
Since FireRed and LeafGreen have their own exclusive Pokemon, you cannot get all 150 Pokemon in one version. You need to trade through the Pokemon Wireless Club to complete all version-exclusive Pokemon.
There are also some Pokemon only obtainable by trading with NPCs in the game. Find NPCs throughout Kanto to get Jynx, Mr. Mime, Lickitung, and Farfetch'd.
All In-Game NPC Trades and Locations
Legendary Pokemon are mostly available in the post game, so you'll need to to clear the main story to complete the Kanto Dex! Capturing legendaries will be extremely difficult since you can only obtain 1 Master Ball throughout the game.
Your best option is to capture Articuno, Moltres, and Zapdos without using the Master Ball. Save the Master Ball for Mewtwo since it is significantly harder to capture than the other legendaries.
Players can get only 2 of the 3 fossil Pokemon in a single playthrough of FireRed and LeafGreen. You can get the Old Amber Fossil for an Aerodactyl at the back door of the Pewter City Museum.
For the last one, you can only get one fossil in Mt. Moon: the Helix Fossil for Omanyte, or the Dome Fossil for Kabuto. To get the other fossil Pokemon you did not choose, you have to trade locally for it as well.
To further complete the Kanto Dex, you would need to capture each Pokemon evolution. You can evolve Pokemon by leveling up, using evolutionary items, or by trading.
Breeding Pokemon is essential in completing the Kanto Dex without trading. Though it will take some time to breed and hatch eggs, breeding can help you get other starters and fossil Pokemon. The best place to breed is the Pokemon Day Care in Four Island.
