Most Pokemon evolve just by reaching a certain level. Gain EXP by winning battles against trainers or by using Rare Candies.
EXP Farming Guide: How to Level Up Fast

Some Pokemon can evolve by simply giving them an evolution stone or item. Make sure the Pokemon you want to evolve is in your party holding the specific stone or item. The Evolution Stone or item will be consumed once given to the Pokemon.

Some of the newer Pokemon can evolve by maxing out their friendship. Increase friendship by leveling, winning battles, walking, grooming, taking Vitamins, or using items like the Soothe Bell that increase friendship gain.

Lastly, you can evolve some Pokemon by trading locally on the second floor of any Pokemon Center. Remember that some trade evolutions have special conditions, like having a Pokemon hold an item before being traded.

To evolve Eevee, players have to use one of three Evolutionary Stones on it at any level. An easy way to get these stones is in the Celadon Department Store, on the 4th floor. The stones can also be found as dropped or hidden items in various areas!

Tyrogue evolves based on its ATK and DEF stats at Level 20. To manipulate these stats for the desired evolution, players can make use of stat-boosting items, or do EV Training to increase the appropriate stat (or keep them equal).

Poliwag follows a standard evolution flow for its second stage, evolving naturally at level 25 into Poliwhirl. From there, however, players have the option of using a Water Stone to evolve into Poliwrath, or trade the Poliwhirl with a King's Rock to evolve into a Politoed.
Oddish

Gloom

Similarly, Oddish can evolve into Gloom naturally at level 21. Gloom then has the option of using a Leaf Stone to evolve into Vileplume, or a Sun Stone to evolve into Bellossom.
