Secret House in Area 4 of the Safari Zone

Surf is located in Area 4 of the Safari Zone, received after talking to an NPC in the Secret House. You must navigate to this area within 600 steps to get the prize.
Although you can get HM03 early on, you must first defeat Koga and receive the 5th badge to use it outside of battle.

Obtain the Soul Badge from Gym Leader Koga
You must first obtain the Soul Badge by defeating Koga, the Fuchsia City Gym Leader.
Teach Surf to a Pokemon
Open your Bag, select HM03 Surf, and choose a compatible Pokemon to learn the move.
Travel Over Water
Stand in front of a body of water and press the A Button. You will be prompted to Surf.
Select Yes to travel over it and explore routes that were previously unreachable.
