You must first obtain the Soul Badge by defeating Koga, the Fuchsia City Gym Leader.

Teach Surf to a Pokemon

Open your Bag, select HM03 Surf, and choose a compatible Pokemon to learn the move.

Full Pokedex

Travel Over Water

Stand in front of a body of water and press the A Button. You will be prompted to Surf.

Select Yes to travel over it and explore routes that were previously unreachable.
