The Safari Zone is split into 4 main areas with players starting from Area 1 whenever they enter the Safari Zone.

There is an NPC in Safari Zone's Area 4 who gives you HM03 Surf when spoken to. It can be difficult to get to if you don't follow an optimal path, as you are limited to 600 steps in the Safari Zone.
The path you take will go through all 4 areas, and ends when you see a building on the west side of Area 4. The NPC who gives you the HM will be inside.

There are three TMs that you can also acquire while in the Safari Zone, found across three different areas. Be sure to pick them up while exploring!

The Warden's Gold Teeth are also on Safari Zone grounds, and you can find them and bring them back to him in Fuchsia City. His house is to the east of the Pokemon Center, and he gives you HM04: Strength for returning the teeth.
To get the teeth, make your way to Area 4 of the Safari Zone. They will be directly south of where you enter that part of the Zone from.

In addition to the above items, a special held item called the Lucky Egg has a very low chance of being held by a Chansey if you encounter one.
This item boosts the EXP gained by its holder to 150% of what the original value was, making it invaluable for quickly raising your Pokemon's levels. Do note that it can take a while to find due to Chansey being hard to find and catch.

If you want to conserve the steps you have remaining in the Safari Zone, you can opt to walk into grass and lightly tap the Directional Pad to change where your character is facing. This counts as “moving” without actually taking a step, so you can still find random encounters.

When trying to catch the Safari Zone Pokemon, you can throw a rock to make them easier to catch. However, note that this also makes them more likely to flee as a trade-off.

You also have the option of throwing bait at the Pokemon. This makes them less likely to flee immediately, but also significantly decreases their catch rate. Be careful when using this to keep a Pokemon around for longer!

In Area 1, the rarest Pokemon you can find are Scyther (FireRed), Pinsir (LeafGreen), Chansey, and Dragonair (by using the Super Rod). The former two have the best chance to appear in this area, so hunt for them here if you're trying to capture them!

Scyther (FireRed), Pinsir (LeafGreen), and Dragonair (by using the Super Rod) can all still appear in Area 2, but the main Pokemon to be on the lookout for here is Kangaskhan, as this is the best place to get it.
