Lucky Eggs are mainly obtained from Chansey in the Safari Zone. These are extremely rare items, as the odds of Chansey appearing alone are low enough. On top of that, the chance of a Lucky Egg being held by Chansey appearing is even lower.
Getting Chansey with a Lucky Egg is one of the rarest tasks in Pokemon FireRed and LeafGreen, akin to Shiny Hunting!

The best way to find a Lucky Egg Chansey is by having a Pokemon at Lv. 26 and use Repel items to ward off enemies lower than the level. This increases Chansey's appearance slightly.

It is important to bring a Lv. 26 Pokemon with the ability to use Surf, like Tentacool. This is important for you to reach Safari Zone Area 2 where Chansey appears.
Some Pokemon who have Illuminate will also increase the chances of encounters, like LeafGreen's exclusive Starmie.
Make sure to bring multiple Repels when farming for your Lucky Egg. This is important to prevent encounters with Pokemon that are lower than Lv. 26. As Chansey is guaranteed to appear above Lv. 26, this will increase the odds of seeing Chansey slightly.

Next, go to the Safari Zone and save the game on the Poke Ball icon on the carpet. If you head past this point, the teller will immediately talk to you and charge you for entering the Safari Zone.
Once you save and go inside the Safari Zone, use Surf and go to Area 2, where Chansey appears most. You can only move up to 600 steps in the Safari Zone, although changing the direction you're facing doesn't count, while still letting you encounter new Pokemon.

After you encounter Chansey, the only step left is to catch it. Chansey has a low catch rate with a high chance of fleeing.
To increase the chances of a capture, begin the encounter by throwing bait twice, followed by rotation 1, then rotation 2. Afterwards, cycle between rotation 1 and 2. If you don't catch Chansey, simply repeat by soft-resetting.

The Lucky Egg increases EXP Gain by 50% for the holder. This is highly useful when leveling up your Pokemon.
