Defeat the Elite Four and Champion

Champion

Defeat the Elite Four and Champion to enter the Hall of Fame. After becoming Champion and completing the game, you will receive the Mystic Ticket, which is required to access Lugia.

Travel to Navel Rock

Go to the Seagallop Ferry in Vermilion City and select Navel Rock as your destination.

Navel Rock was originally available through a limited-time distribution event, but in the Switch version, it is already unlocked after you meet the post-game requirement.

Head Down to the Bottom of Navel Rock

Head Down to the Bottom of Navel Rock

Head inside Navel Rock and go down the ladder twice. Then, head north until you reach the end and make a right to climb down another ladder. Keep climbing down the next ladders until you reach the bottom of Navel Rock.

Battle and Catch Lugia

Battle and Catch Lugia

Head up the stairs to automatically trigger the battle with Ho-Oh at Lvl. 70. Save the game before interacting with Lugia if you want to soft reset for better stats or a Shiny encounter.
