You can get the Super Rod by talking to the Fishing Guru in the house a bit past the halfway point of the Silence Bridge in Route 12, south of Lavender Town.

Wake Up Snorlax to Reach the Fishing Guru with Super Rod

A wild Snorlax will be blocking the path to the Fishing Guru's house and the rest of the bridge. To get Snorlax out of the way, you need to wake it up with the Poke Flute then either capture or defeat it!
