Lapras is a free Pokemon you can get after you beat your rival in a duel in Silph Co. Talk to the employee in this room to get the free Lapras.

After defeating the Karate Master, Koichi, in the Fighting Dojo of Saffron City, you can choose between a free Hitmonchan or Hitmonlee.
Should You Pick Hitmonlee or Hitmonchan?
Eevee
|
A free Eevee can be received from one of the Celadon Mansions in the city. Look for the building with a back entrance and head up the building to find a room with a man and a Pokeball. After interacting with the Poké Ball, you will immediately get an Eevee.
If you want to get a Shiny Eevee, try saving before the Pokeball is claimed and resetting until you get one.

In Mt. Moon, you can choose between two fossils, Helix and Dome. The Helix Fossil gives you Omanyte, while the Dome Fossil gives you Kabuto once you revive them in the Pokemon Lab of Cinnabar Island.
Which Fossil Should You Choose?
Aerodactyl

You can get a free Aerodactyl by going to Pewter City for the Old Amber. To get it, use cut on the tree north of the area and talk to the man facing you inside the room. Once you have the item, go to Cinnabar Island and revive Aerodactyl in the Pokemon Lab.
Togepi |
While exploring the Water Labyrinth with a party of 5 Pokemon or fewer, an NPC will give you a Mysterious Egg item. This hatches into Togepi after traveling quite a bit.
Gift Pokemon are free Pokemon you can receive by completing certain tasks or by progressing quests in the game.
