A Fishing Guru lives on Route 12, but the path to him is blocked off by a sleeping Snorlax on Silence Bridge. Wake it up using a Poke Flute, and proceed along Silence Bridge to find the Guru's house.
Speak with the Guru to get a Super Rod, and then speak with him again afterwards and he will start requesting to see a large Magikarp from the player. Showing him one will grant a Net Ball as a reward, and if you break the size record with a larger Magikarp, you can show it again for another Net Ball.

There is also a respawning Net Ball hidden on Outcast Island, found at the northernmost part of Six Island. The Net Ball is hidden southwest of the entrance to the Altering Cave.
Six Island Map and Location Guide
There is also a Net Ball hidden in both the Rocket Hideout and the Rocket Warehouse. For the Rocket Hideout, the Net Ball is located in between two potted plants directly southwest of where Giovanni is on the 4th floor.
The Rocket Warehouse Net Ball is found in the Spin Tile maze, hidden in a standalone box found near the center of the maze. Note that these two Net Balls do not respawn, and are one-time only.
