The 4th Floor of the Celadon Department Store sells a Water Stone at a price of 2100 Pokedollars per purchase. This is the earliest Water Stone players can acquire.
There are two Water Stones in the Seafoam Islands, accessible through the western cave entrance. Head north as you enter and take the first ladder down.
Then, head south down the stairs, and take the stairs to the east to go down another ladder. Lastly, head southeast to a ladder going up to find the first Water Stone.

The second Water Stone is found by heading northeast from the entrance, until you see a hole in the ground. Fall through it to end up next to another hole; fall through this one as well.
You will land near one more hole to fall through. The third hole will drop you in water; head up the stairs to the west and follow the path to a ladder going down. This will place you near a line of three rocks; examine the westernmost rock to find the second Water Stone.

To use the Water Stone, open the Bag and look for the Water Stone in the Items pocket.
Once you have scrolled to the Water Stone, press A to bring up a menu, and select the Use option. This opens the screen of your team of Pokemon, and will allow you to use the Stone on an eligible candidate for Evolution.

The Water Stone is an evolutionary item that will allow certain Pokemon to evolve into a stronger form. You can check which Pokemon can use it in the preview, as ineligble Pokemon will have no use beside their name.
