You can buy a Fire Stone from the Celadon Department Store for 2100 Pokedollars at the 4th Floor of the building. This is the earliest accessible way to get a Fire Stone!

There are two Fire Stones that you can reach on the way to the summit of Mt. Ember, on One Island. The first one is locked behind a rock puzzle that requires the use of both Rock Smash and Strength to solve.
The second one is on the western part of the area near the summit, opposite where the rock puzzle was for the first. It is hidden in a rock below some stairs that lead you to an Ultra Ball.

To use the Fire Stone, open the Bag and look for the item in the Items pocket.
Once in the Items Pocket screen, scroll to find the Fire Stone and press the A Button to open a small menu. Select the Use option to open a screen of your team, which will display which Pokemon can evolve using the stone. You can then use the stone on an eligible Pokemon.

The Fire Stone is an evolutionary item that will allow certain Pokemon to evolve into a stronger form. You can check which Pokemon can use it in the preview, as ineligble Pokemon will have no use beside their name.
