The first time you can buy Ultra Balls is in the Fuchsia City Poke Mart. Head northwest of the city and use Cut on the small tree to enter through the fence and find the Poke Mart.

The next area where Ultra Balls are available to purchase is in the Cinnabar Island Poke Mart. You can find the Poke Mart right next to the Poke Center.

If you have access to Three Island before finishing the game, you can find a Poke Mart in the island's town that also sells Ultra Balls. As you leave the ship, head north and take a right at the second purple-roofed house you see to find the Poke Mart.

You can use Ultra Balls on wild Pokemon in battle. Weaken the wild Pokemon until it reaches low HP to increase your chances of capturing it more.
