You will first need to get the Silph Scope, a key item that's dropped by Giovanni after defeating him in the Team Rocket Hideout in Celadon City.
How to Get Silph Scope and Uses

Go to the Pokemon Tower in Lavender Town. The stairs to the top floor are blocked by a ghost, which cannot be damaged unless you reveal its true form with the Silph Scope. The ghost is actually a level 30 Marowak. Defeat it and proceed to the next floor.

If you go to this area without the Silph Scope, the Marowak will remain unidentified, and your Pokemon will be too scared to do anything.

You will need to defeat 3 Team Rocket Grunts before you can talk to the old man, who turns out to be Mr. Fuji. Talk to him, and he will tell you to meet him in his house at the base of the tower, Pokemon House.

Go to the Pokemon House, which is the first house southwest of the Pokemon Tower, and talk to Mr. Fuji to receive the Poke Flute from him!

The Poke Flute is mainly used to wake up the Snorlax on Routes 12 and 16. Interact with the Snorlax to get an option to use the Poke Flute on it.
Take note that these are the only two Snorlax in the entire game, so plan and save ahead if you want to catch them!
