Players can only encounter and catch one of the Legendary Dogs, and its appearance is entirely dependent on your chosen starter.

You can encounter Raikou if your starter is Squirtle. For Entei, it will only appear if your starter is Bulbasaur. Lastly, Suicune will appear if you chose Charmander as your starter.

Next, you must finish the game by defeating the Elite Four and Champion to enter the Hall of Fame. Doing this will unlock the post-game content you would need to accomplish next.

Retrieve the Ruby and Sapphire

An important quest to accomplish is to visit the Sevii Islands and find the Ruby and Sapphire. To start, head to One Island and talk to Celio. Retrieve the stones and bring them back to him to have the Legendary Dogs roam around.

After entering the hall of fame, you must register at least 60 Pokemon in the Kanto Dex. After doing so, talk to Professor Oak in Pallet Town to finally obtain the National Dex.

Stock Up on Repels

Stock Up on Repels

The fastest way to encounter one of the Legendary Dogs is to stock up on Max Repel or Super Repel. This will greatly limit the wild Pokemon encounters and increase the odds of encountering the Legendary Dogs.

How to Use Repel

Have a Level 49 Pokemon

Have a Level 49 Pokemon at First Slot of Party

It is best to have a Lvl. 49 Pokemon at the first slot of your party. With the Repel, it will filter out lower level Pokemon and look for higher level Pokemon, like the Lvl. 50 Legendary Dogs.

For LeafGreen, Utilize Illuminate Ability

For those playing LeafGreen, it is best to use either Staryu or Starmie, since they have the Ability, Illuminate, which will raise the likelihood of meeting a wild Pokemon.

For FireRed players, it's still possible to catch the Legendary Dogs without Staryu or Starmie.

Run Through Grass with Repels

Walk Through Grass with Repels

The best area to encounter the Legendary Dogs is one where grass is near a building or entrance to a city. We recommend the Route 2 grass area south of Pewter City.

First, use the Repel and run around the grass for 15-20 seconds. If there were no encounters, run towards Pewter City and back out to the Route 2 grass area to reset the Legendary Dog's location. Repeat the Process until you encounter the legendary Pokemon.

Battle and Catch the Legendary Dog

The Legendary Dogs will appear at Lvl. 50. It is best to catch them immediately in the first turn since they are most likely to flee during the first turn.

Moving first is also important since Raikou and Entei both have the move Roar, which will also let them flee immediately.

Best Time to Use the Master Ball

Your best option to guarantee its capture is using the Master Ball, since their appearance is random compared to other legendaries.
