Go to the Viridian City PokeMart

Get the Parcel From Viridian City PokeMart

In Viridian City, there is an Old Man blocking the way to Route 2. To get him to move, start by heading to the PokeMart in Viridian City. The Cashier will speak to you, and after some dialogue, will give the Parcel for Prof. Oak.

Take the Parcel to Prof. Oak

Hand Over Oak

Backtrack all the way to Pallet Town, and head into Prof. Oak's Lab to give him the parcel. After some dialogue, he will give you and your Rival the PokeDex, entrusting you with the task of filling it out.

After your Rival runs off, head to their house north of the Lab and speak to Daisy, your Rival's sister at the table. She will give you a Town Map; now you can head back to Viridian City.

Return to the Old Man

Speak to the Old Man

Once you arrive, the Old Man will no longer be blocking the path to Route 2. As you go to walk past him, he will initiate dialogue wherein he teaches you how to catch Pokemon, and gives you the Teachy TV after.
