Since completing the National Dex is proven to be impossible to accomplish, you can only get 3 stars at most for the Trainer Card. While it is uncertain if this accomplishment will become more accessible for the Nintendo Switch in the future, there is no way to get all 4 stars currently.

The Trainer Card is a unique identifier that records the player's name, trainer ID number, time played, and major accomplishments in the game that yield a star in your Trainer Card.
Players can complete 4 major accomplishments to receive 4 stars that can change the appearance of their Trainer Card.
One of the accomplishments needed to get a star is to defeat the Elite Four and the Pokemon League Champion. This is the easiest accomplishment to complete since it will be tied to the main story of the game.

Next, completing all 150 Kanto Pokemon for the Kanto Dex will also result in a star for your Trainer Card. Mew is not a requirement for the Kanto Dex since there is currently no way to capture Mew.
Can You Complete the Kanto Dex?
Another accomplishment is to get all 386 Pokemon to complete the National Dex, minus the Mythical Pokemon. Pokemon like Mew, Celebi, Jirachi, and Deoxys are expected to be excluded, but Ho-Oh and Lugia are also off this list.

Some of the Pokemon are locked to Pokemon Ruby, Sapphire, and Emerald, making it currently impossible to complete this accomplishment. Players would need access to these older games and devices, which are not compatible for trading with the Nintendo Switch.
Can You Complete the National Dex?
For the final accomplishment, players must play both games at Joyful Game Corner located on Two Island. You would need to do 200 jumps (2000 points) in Pokemon Jump and catch 200 berries in Dodrio Berry Picking.
Both of these games require you to connect with other players to play. Pokemon Jump needs 2 players to simultaneously jump over the rope, while Dodrio Berry Picking needs 3 players to catch the falling berries.
