To evolve certain Pokemon, you either need to have them hold a specific Evolutionary Item or use the item or stone directly on them.
This can be done by opening your bag from the main menu and using the specific item on the Pokemon you want to evolve.

Evolutionary Items and Evolution Stones are used to evolve certain kinds of Pokemon. These Pokemon cannot evolve through standard methods such as leveling up, and their evolutions are exclusively triggered by using these specific items and stones.
