There are two Moon Stones available in Mt. Moon. One is found in the northwestern corner of the 1st Floor, while a second is hidden in a rock on the eastern part of a ledge on B2F, en route to the Route 4 exit.
Note that these Moon Stones are the earliest available ones, accessible after defeating Pewter Gym.
How to Beat Brock: Pewter City Gym Guide

There is a Moon Stone in the Celadon City Rocket Hideout, hidden behind in the Game Corner. To get to the stone, head to the B2F spinning tile maze and make your way to the northwestern part of the maze. The Moon Stone will be on the ground here.

Another Moon Stone can be obtained from the Pokemon Mansion on Cinnabar Island. Once you step inside, follow the carpet north until right before the 4th set of pillars, then turn west to find a group of rocks. The northern rock will have a Moon Stone hidden in it.

To use a Moon Stone, you first need to open your Bag and navigate to the Items pocket.

Look for the Moon Stone in your inventory, then press A and select the Use option to be taken to your team of Pokemon. You can then use the Stone on an eligible Pokemon to evolve them!

The Moon Stone is an evolutionary item that will allow certain Pokemon to evolve into a stronger form. You can check which Pokemon can use it in the preview, as ineligble Pokemon will have no use beside their name.
