Defeat the Elite Four and Champion to enter the Hall of Fame. After becoming Champion and completing the game, you will receive the Mystic Ticket, which is required to access Ho-Oh.

Go to the Seagallop Ferry in Vermilion City and select Navel Rock as your destination.
Navel Rock was originally available through a limited-time distribution event, but in the Switch version, it is already unlocked after you meet the post-game requirement.

Head inside Navel Rock and go down the ladder twice. Then, head north until you reach the end and make a left to climb up the ladder. Keep climbing up the next ladders until you reach the peak.

Head up the stairs to automatically trigger the battle with Ho-Oh at Lvl. 70. Save the game before going up the stairs if you want to soft reset for better stats or a Shiny encounter.
