The earliest Thunderstone players can get is from the Celadon Department Store. The 4th Floor sells it for 2100 Pokedollars, alongside other Evolutionary Stones.
There are two Thunderstones in the Power Plant on Route 10. To find them, head to the northeasternmost corner for the first one.
The second one is in the western area, in the room with the large machine and the gray tiles. Interact with the middle of the machine to receive the Thunderstone.

To use the Thunderstone, open the Bag and look for the item in the Items pocket.
Then, look for the Thunderstone and select it to bring up a menu of options. Choose Use to be brought to your team screen, which will show you which Pokemon can and cannot use the Thunderstone.
Select an elligible candidate and confirm the use to apply the Thunderstone to that Pokemon.

The Thunderstone is an evolutionary item that will allow certain Pokemon to evolve into a stronger form. You can check which Pokemon can use it in the preview, as ineligble Pokemon will have no use beside their name.
