Togepi		 Received from an NPC in the Water Labyrinth if the party is 5 or fewer. Your Pokemon must have high friendship.

There are free Pokemon you can get while playing through Pokemon FireRed and LeafGreen. Some of them are unavailable in the wild and can only be obtained through gifts.

To get the rest of these Pokemon, consider trading with other people and breeding, which only becomes available in the post game.
