Get the Bike Voucher From Fan Club President
To get the Bike, you'll have to redeem the Bike Voucher Key Item. This voucher is obtained by speaking to the Pokemon Fan Club President in Vermillion City.
To get to the Pokemon Fan Club, you can head directly west of the Pokemart in Vermillion City. The club will be situated at the westernmost part of the city.
Redeem the Voucher at the Bike Shop
Once you have the Voucher, you'll need to take it to Cerulean City, to the Bike Shop. The shop is located at the southwestern corner of the city.
A bike costs 1,000,000 Pokedollars, but you can instead trade the Bike Voucher in to get one for free!
Can You Buy the Bike?
No, You Can't Buy the Bike
Without the Bike Voucher, the Bike costs 1,000,000 Pokedollars at the shop. The in-game cap for Pokedollars is set to 999,999, meaning that you actually cannot buy the Bike even if you saved up to the limit.
