You must first obtain the Rainbow Badge by defeating Erika, the Cinnabar Island Gym Leader.

Teach Flash to a Pokemon

Open your Bag, select HM05 Flash, and choose a compatible Pokemon to learn the move.

Light Up Dark Caves

While inside a dark cave, open the Pokemon Menu, select the Pokemon that knows Flash, and choose Flash to illuminate the surrounding area.

Flash lights up dark caves, making navigation much easier in places like Rock Tunnel and other dim areas.
