The trainer's rival is most commonly known as Blue internationally, as it calls back to the Western release of the Gen I games, Pokémon Red and Blue, in 1998. While the main protagonist is canonically known as Red, the rival mirrors this by being named Blue.
In the Japanese release of the Gen I games, it was originally released as Pokémon Red and Green. This follows the same reasoning behind the international iterations, with a major difference in the color used.
If you follow the chronological order, the name Green came first, before eventually being replaced by Blue upon the franchise's global release.

Upon the rival's first introduction, the game prompts you with four choices depending on the game version. If you chose Fire Red, it calls back to Red and Ash's Rivals, Green and Gary. Meanwhile, choosing Leaf Green has the names Red and Ash themselves.

The rival also heavily resembles Gary Oak from the anime, known to be Ash's rival and Professor Oak's grandson.
The rival is the grandson of the renowned Pokémon researcher and Professor Oak. You can initially meet him in the Poke Lab, eager to get a Pokémon from the Professor.
The rival is depicted as a long-time friend and rival of the game protagonist, living in Pallet Town for a significant duration of his life. Similar to the main character, his Pokémon journey begins at the start of the game.
The rival is a recurring character in Pokemon Fire Red and Leaf Green and will trigger multiple Pokemon battles throughout the game. His starter will be the Pokémon with a type advantage over your chosen starter.
