Luxury Balls can be obtained as a reward from Selphy by bringing her the Pokemon she requested to see in Pokemon FireRed and LeafGreen (FRLG). Learn how to get Luxury Balls and when to use them here!

Talking to Selphy in Resort Gorgeous on Five Island will prompt her to say that she wants to see a certain Pokemon. Have the requested Pokemon in your party and talk to her for her to reward you. The reward is random, but the chances of it being a Luxury Ball are very high.
Taking more than 250 steps without showing Selphy the requested Pokemon will cause her to lose interest in that Pokemon and change her requested Pokemon. So it is recommended to have caught a decent amount of the Pokedex to be more prepared for her requests.

If Selphy isn't present in Resort Gorgeous, you will first need to find her in Lost Cave on Five Island.
