This is a guide for Cerulean City's Gym Leader, Misty, in Pokemon FireRed and LeafGreen (FRLG). Learn how to beat Misty, her Pokemon team and specialty, and the recommended Pokemon to use against Misty!

Misty specializes in Water-type Pokemon, which are known for their balanced stats and reliable offensive moves. Water-types are one of the most versatile typings in the game, commonly using attacks like Water Pulse and Surf to deal consistent damage.
However, Water-types are vulnerable to Electric and Grass moves. Trainers who bring Pokemon with these typings will have a much easier time in this battle. It is recommended to challenge the gym with Pokemon around Level 21 to Level 24 to match Misty’s team.

Misty uses two Water-type Pokemon, Staryu and Starmie, both of which are known for their high Speed and special attacks. While Staryu serves as an opener with recovery options like Recover, her ace Starmie can be much more dangerous due to its strong Water Pulse attacks and fast Speed stat.
Because Starmie also has a Psychic typing, it can resist certain attacks and deal heavy damage if left unchecked. Trainers should focus on using Electric-type or Grass-type moves to quickly defeat Misty’s team before they can overwhelm your party.

Misty's Pokemon are weak against Grass-type and Electric-type Pokemon./red] If you started with [Bulbasaur as your starter, then this gym won't be a problem.
If you started with Squirtle or Charmander, you can find a Pikachu at Viridian Forest, or catch an Oddish or Bellsprout at Route 24 and Route 25 and evolve them to Gloom or Weepinbell to compete against Misty.

It is highly recommended to level your Pokemon. Make sure you are at least three levels higher than Misty's Pokemon.
This will help raise stats and learn stronger moves that can be super-effective against Misty's water Pokemon. Your starters would also benefit from these once they reach their middle evolution.

Since Bulbasaur already has a type advantage against Misty's team, having it evolve to Ivysaur while being high level should be strong enough. You can pair Ivysaur with a rare Pikachu found in Viridian Forest to have another type advantage.
With Ivysaur learning Razor Leaf at Lvl. 20 or Bullet Seed from TM09, and Pikachu with Thunder Shock very early on, this gym will be a breeze. You can also utilize Pikachu's Thunder Wave or Ivysaur's Sleep Powder to paralyze or sleep Staryu and Starmie and get free turns.

Trainers who chose Charmander as their starter will have a difficult time with this gym. It would be best to evolve Charmander into Charmeleon and learn Smokescreen to reduce Staryu's and Starmie's accuracy. Again, you can catch a Pikachu at Viridian Forest to have an Electric-type advantage.
You may also want to have Gloom (FireRed) or Weepinbell (LeafGreen) at either Route 24 and Route 25 just north of Cerulean City. Have them learn TM09 (Bullet Seed) found in Mt. Moon to have an additional Grass-type move. You can also use Stun Spore or Sleep Powder to paralyze or sleep opponents and get free turns.

Since Squirtle is also a Water-type Pokemon, the best way to beat Misty with Squirtle is to evolve them into Wartortle and learn Bite at Lvl. 18, which is super-effective against Psychic-types like Starmie.
You should not be relying on Bite for the entire battle. You might still want to catch a Pikachu, Gloom, or Weepinbell just to have the type advantage.
