Squirtle is one of the starters that you can pick at the beginning of the game. If you don't pick them at Professor Oak's Lab, then you will need to either trade for one or replay the game again from scratch.
Best Starter Pokemon to Choose
Video shows Charmander, but same process applies with Squirtle.
Getting a Shiny Squirtle is possible, as Pokemon FireRed and LeafGreen doesn't shiny-lock its starters. You can soft reset in front of the Poke Ball and see if the next one is a shiny!
Since Squirtle is one of the starters given to you as a gift, it can't be caught as wild Pokemon.
